San Diego Police Department (SDPD) will hold a series of community meetings, including one on March 10 at 11:00 AM at La Jolla Recreation Center, designed to inform the public and gather feedback on a proposal to use Smart Streetlight and Automated License Plate Recognition technologies to investigate and solve crimes. The meetings are in accordance with the City of San Diego’s Surveillance Ordinance that was passed in 2022, which details the requirements that every City department must adhere to for each technology that meets the criteria for surveillance.

SDPD uses various technologies to conduct investigations, enhance response to critical incidents and public threats, and safeguard the lives of community members that must comply with the ordinance. One of the first proposals that the department will be brought before the new Privacy Advisory Board established under the ordinance will be for Smart Streetlight and Automated License Plate Recognition technologies. Smart Streetlights, equipped with video cameras, have previously been used within the City of San Diego, however, were turned off in 2020 following requests for further definition of how they can be used.

The meetings will consist of a presentation outlining the capabilities of the two technologies and their use
by the department including access, data storage and retention, the release of video collected, and more.
There will also be time for community input and questions.

The following meetings are already scheduled. Any updates or changes to the meetings will be posted on
the SDPD website.

Those interested in joining the meetings are encouraged to review the presentation, use policies and other supporting materials on SDPD’s Technology webpage. Attendees should arrive early as space is limited.

In addition to the public meetings, SDPD, through its contract with Zencity, conducted a digital survey of trust and safety concerns related to Smart Streetlights and License Plate Recognition technology used by police. The results of that survey are posted in the supporting materials on the SDPD website.  If you are unable to attend the meetings in person, a recording of the presentation will be posted to the SDPD website later. You can also provide your input on the technologies through the department’s public comment portal.

Public comments will be accepted until 5 p.m. on Friday, March 10.

Wouldn’t it be great if you had an “IN” at the City of San Diego?  Someone or some way to get your problems handles without getting the runaround?  The fact is that you do!  The Get it Done App was created by the City to allow anyone to connect via smartphone or computer, directly to the right person who can solve specific non-emergency problems. For emergencies, 911 is still your go-to resource.

However, city staff rely on citizens and merchants to be the eyes and ears on the ground.  When you see something that doesn’t look right, needs to be fixed, is causing a safety hazard, the Get it Done App allows you to take a photo (if possible) and send it to the exact department or person responsible for getting it fixed.  You can even use the app to see if others have reported the same issue and track the progress of the solution.  Click on any of the items below to get started with a report. Need more space due to Social Distancing orders? Restaurants, retailers and other businesses can apply to expand onto the sidewalk or street using an online application.  This permit will allow for the temporary use of a street, sidewalk, parking lane or private property for business. he San Diego City Council will consider this interim urgency ordinance in as early as July 7, 2020.

The Temporary Outdoor Business Operation Permit supports the recovery of local retail outlets and restaurants devastated by economic impacts from COVID-19 by helping businesses with limited footprints operate in outdoor settings adjacent to their businesses and get closer to the sunshine. The goal is to help dining and retail outlets with space constraints expand operations outdoors so they can cost-effectively implement safety, health and distancing protocols.


Requirements & Conditions

The permit will temporarily allow for the expansion of outdoor dining and retail on to the public right-of-way, private parking lots or public spaces.

Issuance of the temporary permit will be subject to new guidelines or mandates for public gatherings and social distancing in accordance with the County of San Diego public health ordersCalifornia Department of Public Health guidelines and Centers for Disease Control and Prevention guidelines. As with all guidance that relates to COVID-19 response, permit requirements will be regularly evaluated or updated to respond to any changes to ensure the public health and safety.

Eligible Businesses

The following businesses with an active business tax certificate and all other applicable license or permits may apply:

  • Eating and drinking establishments
  • Retail and wholesale businesses

Eligible Locations

A temporary permit may be granted to conduct business outdoors on:

  1. Private property, including off-street parking lots, patio areas, and yards. This will also be for sit-down dining or customer pick-up and carry-out service while avoiding congregating, equipment sharing or sound amplification.
  2. Public rights-of-way, sidewalks, street parking spaces and possibly closing select streets.

My staff and I are in constant contact with the San Diego Police Department at this time.  So far, there is no hint of a planned protest or demonstration located in La Jolla.  The Police are apprised, working with us, committed to sharing any permitting or intelligence.  In turn, I have promised Jodi Rudick, Executive Director of the La Jolla Village Merchants Association, that I will immediately pass along any information so she can alert you.

Until then, my staff is tracing back every rumor we hear and so far, the rumors are unfounded.

June 2, 2020, 6:00 PM — As we emerge from the COVID-19 Shelter in Place Orders and slowly reopen our village, we are faced with new challenges as protests, demonstrations, marches, and rallies are organized in response to the senseless homicide of George Floyd by Minneapolis Police. Throughout the world, riots have erupted which are creating fear and further unrest in our already fragile society.  The San Diego Police Department’s Northern Division is located in La Jolla’s UTC area and is dedicated to protecting our village and other north San Diego communities.

Thanks to all who have shared photos and concerns related to public safety in the Village. We have followed up, contacted the proper authorities, and are working hard to squelch rumors.

Brett Murphy, LJVMA President has been in communication throughout the day with various detectives and investigators at the San Diego Police Department’s Northern Division Command. They assure us that they are prepared and fortified to meet the needs of our community.

They state, “We are monitoring all of our communities in Northern Division (including La Jolla) and will respond if needed to address any public safety concerns.  They [merchants] will see extra patrol from officers specifically assigned to the La Jolla area.”
